How do I make a member a portal administrator?

If the person is not already a member of your portal, you cab add them using the directions found here:  How do I add members to my portal?

If the person is already a member of your portal, click the People tool, select the person's name, then click the Manage button under the user's details. This will generate a pop-up from which you can choose "Administrator." 

You may further delimit this person's permissions in your portal by clicking on "Permissions" and selecting which functions you'd like the user to control.
